Moldovan Banks Association (ABM) was established in 1993 as a non-commercial organization and operates in accordance with its Statute. The main objectives of ABM are: to represent and defend the interests of its members; to promote banking policies in areas of common interest; to support the participation of the entire banking community in the reform and development of Moldovan economy; to coordinate cooperation among banks, public institutions of the state, as well as international institutions and banking associations of other countries. ABM is the only institution that represents the interests of the entire banking community in Moldova. The first Chairman of the Moldovan Banks Association was Valeriu MURAVSCHI.
 

On November 27, 2022 Mr. Dorel NOROC was elected as Chairman of the Moldovan Banks Association.

Currently, ABM performs five basic functions:

  • integration - represents the entire banking community, regardless of the market shares the banks hold at the moment;
  • accumulation - identifies consolidated problems the banking sector is facing today;
  • generation - develops and promotes ideas and suggestions to address the issues identified;
  • mediation - ensures continuous dialogue between the banking community and society, between commercial banks and their regulators;
  • representation - ensures international banking cooperation, either bilaterally or multilaterally within some specialized institutions.

Management of the Banks Association of Moldova:

  • The Chairman of the Association
  • The Censor Committee


General Assembly of Associates

The General Assembly of Moldovan Banks Association is the supreme governing body of the Association that decides on its activities and is composed of all associate members. Each associate member shall have one vote.

In accordance with the ABM Statute, the General Assembly shall:

 

 - Decide on the acceptance and exclusion of members;

 - Elect the Chair and establish the organizational structure of the Association;

 - establishes the Association organizational structure;

 - appoints the membership of the Censor Committee;

 - review and approve the annual report of the Association and its work program for the current year;

 - approve the nominal composition of the standing expert committees and their tasks.

General Assembly may be convened in ordinary and extraordinary manner. The ordinary assembly is usually conducted on a quarterly basis and shall be convened by the Chair of ABM. The extraordinary assembly may be convened by the Chair of ABM, at the request of at least one member, and at the request of the Censor Committee.


The Chairman of the Association
 

 On May 19, 2015 Mr. Nicolae DORIN was elected as Chairman of the Moldovan Banks Association. 

 

ABM Chair is the executive unipersonal body of the Association elected for a term of three years and shall ensure the implementation of the decisions taken by the General Assembly, to which the Chair is subordinated. In discharging his/her work the Chair shall have the following core competence:


- To organize and conduct the business of the Association and its subdivisions, and ensure the implementation of the decisions taken by the General Assembly;
- To take decisions on the issues related to Association business;
- To represent the Association in law court, in dealing with public authorities and other individuals and legal entities;
- To manage the Association funds and ensure the integrity and efficient use of assets, to enter into transactions and sign contracts, to issue proxies, open bank accounts, sign financial documents, etc.


Censor Committee
 

Censor Committee shall be elected for a term of 3 years by the General Assembly and check how Association property is managed.

 

ABM Organizational chart

În vederea exercitării mai eficiente a atribuţiilor sale, în cadrul Asociaţiei Băncilor din Moldova au fost create Comisii permanente de experţi, care activează în calitate de organe cu statut consultativ pe lângă ABM. Comisiile sunt constituite în scopul elaborării şi promovării intereselor comunităţii bancare în domeniul jurisprudenţei, metodologiei şi rapoartelor financiare, precum şi a strategiilor de dezvoltare a sectorului bancar.

 

Atribuțiile de bază a Comisiilor sunt:

- contribuţia la elaborarea şi promovarea conceptelor, modelelor, tehnicilor şi instrumentelor avansate pentru dezvoltarea sectorului bancar;

- efectuarea expertizelor şi înaintarea propunerilor pe marginea proiectelor de acte normative prezentate de organele publice centrale în domeniul bancar;

- elaborarea recomandărilor şi propunerilor privind perfecţionarea cadrului legal şi normativ existent ce reglementează activitatea instituţiilor financiare.

1. Comisia de experţi în domeniul metodologie şi rapoarte financiare

2. Comisia de experţi în domeniul juridic

3. Comisia de experţi pe problemele prevenirii şi combaterii spălării banilor şi finanţării terorismului

4. Comisia de experţi în domeniul standardelor de contabilitate, problemelor fiscale şi decontări

5. Comisia de experţi în activitatea de audit intern

6. Comisia de experţi pentru carduri bancare

7. Comisia de experţi în domeniul colaborării internaţionale

8. Comisia de experţi în domeniul tehnologiilor informaţionale

9. Comisia de experţi pentru piaţa financiară nebancară

 

Colaborarea cu autorităţile publice centrale şi Banca Naţională a Moldovei

 

Colaborarea ABM pe plan intern presupune dialogul permanent cu Banca Naţională a Moldovei, Guvernul Republicii Moldova, Ministerul Finanţelor, Ministerul Economiei şi Comerţului, Ministerul Justiţiei, comisiile de specialitate ale Parlamentului, în special cu Comisia pentru politica economică, buget şi finanţe, Inspectoratul Fiscal Principal de Stat, precum şi cu alte instituţii ale statului. De asemenea, ABM colaborează cu Fondul de Garantare a Depozitelor din Sistemul Bancar, Biroul Istoriilor de Credit, Academia de Studii Economice, Comisia Naţională a Pieţei Financiare, Camera de Comerț și Industrie, Centrul Național Anticorupție şi altele.

 

Relaţiile de colaborare internaţională

Asociaţia Băncilor din Moldova este membră asociată a Federaţiei Băncilor Europene de la 1 aprilie 2008 (www.ebf-fbe.eu).

 

Asociația Băncilor din Moldova are semnate acorduri bilaterale cu comunitățile bancare ale Azerbaidjanului, Republicii Belarus, Lituaniei, Serbiei și Poloniei, de asemenea cu Asociatia Băncilor Statelor din Europa Centrală și de Sud-Est (BACEE), Institutul Bancar Român (IBR).

 

Asociaţia Băncilor din Moldova este membră a Consiliului de coordonare a Asociaţiilor bancare din ţările GUAM care a fost fondat la 30 mai 2008 în Bacu în vederea activizării proceselor de integrare economică a statelor membre ale GUAM.

Pe 17.06.2014, Cu suportul Organizației Internaționale pentru Migrație, Moldova și a Băncii Naționale a Modovei, Asociația Băncilor din Moldova a semnat Memorandumul de Înțelegere cu Asociația Băncilor din Italia. Scopul Memorandului de Înțelegere este implementarea unor activități de interes comun care vor ajuta la diversificarea serviciilor de remitere de bani.

Memorandumul de Înțelegere a fost semnat în cadrul unei vizite de lucru la Roma, Italia, în perioada 16 – 20 iunie 2014, organizată cu suportul Organizației Internaționale pentru Migrație, Moldova.

 

Din partea Asociației Băncilor din Italia Memorandumul de Înțelegere a fost semnat de către Dl Giovanni SABATINI, Director Executiv al Asociației Băncilor din Italia, iar din partea Asociației Băncilor din Moldova - de către Dl Leonid TALMACI, Președinte al Asociației Băncilor din Moldova

 

Asociaţia Băncilor din Moldova participă direct şi organizează întâlniri ale reprezentanţilor băncilor comerciale cu oficialii Fondului Monetar Internaţional, Băncii Mondiale, Corporaţiei Financiare Internaţionale și altor parteneri de dezvoltare ai Republicii Moldova.

 

Asociaţia Băncilor din Moldova participă activ la Conferinţele Internaţionale Bancare din Chişinău, precum şi mediatizează organizarea acestora printre asociaţiile bancare ale ţărilor CSI şi Europei Centrale şi de Est.
